About Debi
From dispatcher, to home construction to landlord then mom. The path to the present has been paved with gained knowledge, a loving family and wonderful friends.
Deborah (Debi) Carroll was born and raised in Montgomery County, MD. She worked as a dispatcher/office manager at a quarry for 23 years. At the age of 24, she purchased a home and moved to Marlowe, WV. She later invested in several condemned properties and rehabbed them, doing much of the work herself. She sold 2 and kept the others as a source of rental income, allowing her to become a stay-at-home mom, and have free time to pursue many volunteer opportunities.
Debi has been with her soulmate, Sammy Albaugh, for 18 years. Sammy owns his own dump truck business. Together they have a 13-year-old daughter, and Sammy has a 23-year old daughter from a previous marriage.
Debi has been very involved in the community. She was the treasurer for the Marlowe Elem. PTA for 3 years and a PTC leader at Potomack Intermediate for 3 years. She has been in the LSIC (Local School Improvement Council) for both schools. She proudly stood with the teachers during their strike.
Debi is the president of the Marlowe Ruritan for the 4th year in a row. There she has helped expand their community service projects. Some of their projects she is most proud of include their Kid’s Bingo, where every child is given free school supplies, backpacks, and books, their “backpacks for the homeless”, their Easter egg hunts & crafts, backyard carnivals, Halloween parties and Story Time with Santa, all are free events for kids. She implemented a program that will allow school-aged club members to earn credit for helping at the club events. The credits accumulate each year, and upon their graduation of high school, they are awarded funds to be used toward college or a trade school. The club is also participating in Little Free Libraries and will soon have 3 locations. This year she also became the Ruritan's Potomac District Lieutenant Governor.
Debi has been involved with the Girl Scouts, 4H, FFA and has been supportive of local Boy Scout Troops. Her and her daughter made and donated hundreds of masks to local essential workers after the covid19 outbreak made masks hard to come by.
